What I think of the idea behind WebmedCentral:

It allows for a broader access to scientific research, giving scientists greater information about ongoing research and so providing the scientific community with a better view and understanding that could not be possible with pre-publication peer review only that might eliminate considerable amount of information by refusing articles.
